Artist's Statement
This is a comedic piece, obviously the white-hooded individuals represent the KKK. The black hooded individuals, although wearing black hoods is not an actual practice, represent the black (or "non-white") equivalents of the KKK (any group of people choosing to discriminate and hate on the basis of race). I chose to put all the individuals in hoods for simplicity and contrast, and also for the sheer ridiculousness of the costumes, and of judging others on their outward appearance, whether skin or fabric color.

Mainly the hoods are symbolic. We all recognize the white hoods, and thus subconsciously transfer those ideas to the black-hooded individuals. We can assume that under the white hoods are white people and under the black hoods are black people.... but it is really besides the point.

How this piece fits your theme is that the two groups, subconsciencely overshawdowed with the cultural symbol of hate (symbolized by the hoods), are getting together, with the two in the center shaking hands, as the others move forward to do the same. "Why can't we be friends?" is meant, not only to ask its own question, but to point out how ridiculous racism is.
